These roles are complementary and cannot be combined (one cannot be both judge and jury):

• The Owner’s representative represents the client. It supports the project owner in decision-making and project management. The Owner’s representative guides, coordinates, and supervises service providers (Project Management, contractors, etc.)
• The Project Management is responsible for the design and technical oversight of the project’s execution. It produces the design documents (preliminary design, detailed design, tender documents), coordinates the various design firms, and prepares the contractor selection process
• Execution Project Management becomes involved once construction has begun. It oversees the execution of the work, ensures that the construction complies with the design documents, coordinates contractors through Scheduling, Management and Coordination, and manages the final acceptance of the project

Design & Build is a contracting model in which a single service provider, the general contractor, is responsible for both the design and construction of the project, unlike traditional contracts where these two phases are separate.
